The cost of leveling up Vaagur is: your current Ancient Summoning cost (Which seems to follow no real equation but grows exponentially, see Ancients for prices.) at level 1, and then costs 2n hero souls per level. Mobile version only gets 1% cooldown reduction per level. Vaagur is uncapped. Its effect goes toward -75%. It progresses on a gradual, logarithmic decay curve with the equation:
cooldown_change_percent = -75(1-e-.026n)
The -75% cooldown is handy when starting to reset multiple times as being able to use Powersurge every 2.5 minutes, The Dark Ritual every 2 hours (1 with Reload), and a full ability use ([1+]2+3+4+5+8+7) every 15 minutes speeds up floor progression.
