All of Ceus's upgrades are for his brother, Cadu, Tomb Guardian. Being the younger, his upgrades come at a higher level and has higher effects than his brother's respective upgrades.
Heroes tend to have a lower DPS/ Gold ratio at base (a.k.a. "efficiency") the stronger they get. However, Cadu, Tomb Guardian and Ceus have a higher efficiency than any other hero before them, making them incredibly useful. Although at this stage of the game, the scaling of the monsters health make it difficult for the twin brothers to do decent damage, progressing a few thousand zones each ascension.
He is one of the only 3 heroes to give a DPS bonus to another specific hero, with the other Cadu, Tomb Guardian and Wepwawet.

The caduceus is the staff carried by Hermes in Greek mythology.
With all upgrades, he is slightly weaker than Cadu, Tomb Guardian.
He is the last male hero.
Ceus's dps with all upgrades by Cadu at level 588K without boost and gild is 1.221e50901.
To compare with Cadu' dps, Ceus is actually slightly (not really) weaker than Cadu, which his dps is 1.221e50901 compared with Cadu' 1.658e52601 at level 588K, which is about 1e1500 dps difference!
The meaning of Ceus's upgrade description is actually the opposite of Cadu' upgrade description.
